c. On the nature and problems of executive powers:
Federalist #67 (Alexander Hamilton)
Anti-Federalist "Cato" #5

d. On problems of defense and standing armies:
Federalist #24 (Alexander Hamilton)
Federalist #29 (Alexander Hamilton)
Anti-Federalist "Brutus" #10


Study questions for each of the four topics above:

1. What is the basic position of each side?

2. What do they agree on regarding the issue and what do they disagree on?

3. How do they support their positions? What arguments do they depend on?

4. How does each represent the opposing side? How does each regard his audience (not the opposition, but the readers, the American people)? How does each represent himself (the "ethical appeal" in classical rhetoric)?

5. What is the significance, for the debate, of the names the Anti-Federalists choose: "Cato", "Brutus", "the Farmer"?

6. Keeping in mind that these are not all the papers dealing with these issues which side is more persuasive to you, and why?
